The two I would recommend are EconLit and Business Source Complete. Business Source Complete has has a lot of full text, but covers all business-related fields, in addition to economics. It includes both scholarly and non-scholarly content, but there is an option you can select to see only peer reviewied articles in your results.
EconLit is focused just on economics, but is mostly abstracts and citations, rather than full text. You would have to use the "check availabilty" links to see if we have the article in another database, and if not, request it through interlibrary loan. It focuses only on scholarly literature, and indexes a broader range of economics journals than Business Source Complete does.
